Approval of Minutes
Motion by Ballentine to approve April 2016 minutes, Gassaway seconded. Motion carried 2-0 (Haynes absent).
 
MSD Report
Jackie Bryson reported: MSD’s regular meeting will be on Wednesday, May 18, 2016; final arguments regarding the Asheville water system are expected this week.

Director’s Report

The Leisure Mountain Road connector project is 50% complete.
The District’s Consumer Confidence Report is complete and available online.
SCADA work related to the Leisure Mountain project began this month.
State clearance has been received to install the well pump, which will be done when all equipment arrives.
The Director will be a featured presenter at the 2016 NC Rural Works Conference in Greensboro.
The state has approved the District’s Local Water Supply Plan.

The meeting was called to order at 1:06 P.M. by Ivo Ballentine, Secretary. In attendance: Don Haynes, Vice-chair; Jackie Bryson, MSD Representative; Director Joseph Martin.

Jackie Bryson reported: MSD’s CIP Committee will meet on April 28, 2016.

Director’s Report

The Leisure Mountain Road connector project is 35% complete.
The District’s Treatment Plant discharge permit was transferred to a general permit, with an annual savings of $1000.
The District’s annual plan & distribution system inspection went well and a written report should be received in the next several months.
The well pump and equipment at the treatment plant is ready to be installed once clearance is received from the state.
The District’s 5-year CIP will be presented at the regular May Board meeting.

Preliminary Presentation, Proposed FY 2017 Budget – the preliminary FY 2017 Budget was presented. No action taken.
 
Call of Board Members
Ballentine inquired about lead in the District’s water system. The District includes a mineral corrosion inhibitor in the water treatment process to line the system’s pipes and conducts lead and copper testing every three years as directed by the state. The lead levels in the District have always met regulations during the past twelve years.

The Board of Trustees met in special session at 12 P.M. to discuss litigation. No action taken.

The Leisure Mountain Road connector project is 30% complete, with a projected completion time of late spring.
The main office roof was replaced in February.
The District’s open distribution field service tech position was filled.
The annual plant and distribution system inspection took place on March 18.
The District’s annual Local Water Supply Plan was completed and submitted to the state.
The well pump & equipment for the District’s new treatment plant well will be installed in April or May.

Bruce Greene appeared before the Board to request review/reimbursement for damage to a car owned by him that was declined by the District’s insurance. Board consensus to review insurance file/decision and revisit at a later date.

Director’s Report

The Leisure Mountain Road connector project is still 25% complete, as progress has been delayed due to weather.
The roof replacement on the District’s main office has been delayed due to weather.
7 candidates were interviewed for the open distribution field service tech position.
Cleaning and inspection of the District’s clearwell and Reynolds Mountain tank has been scheduled for the summer.
A pilot program for an AMR system will be tested in the Versant development.
A preliminary construction application was received proposing to build 300 apartments near Mills Manufacturing. More information will be provided at a later meeting.

Director’s Report

The Leisure Mountain Road connector project is approximately 20% complete.
The flat roofing for the District’s storage facility was replaced under warranty and the shingled roofing will be replaced in the next several weeks due to severe wear and damage.
The open distribution field service tech position has been scheduled for re-advertisement.
The process to replace the District’s billing system began in January. Improvements include customer e-mail billing, self-service account history, and improved reconciliation.

Resolution 2016-01 FY 2016 Budget Amendment – Resolution rescinds all but $500 per employee raises designed to cover individual health insurance and restores funding for group health insurance with an employee 10% co-payment for dependent coverage. The meeting was called to order at 1:04 P.M. by Sarah Gassaway, Chair. In attendance: Don Haynes, Secretary; Jackie Bryson, MSD Representative; Ivo Ballentine, Trustee-elect; Director Joseph Martin; Keith Snyder, Vice-chair; Notary Pam Nolan of MSD.
 
Swearing of Trustees
Prior to start of meeting, Notary Pam Nolan administered the Oath of Office to Trustee-elects Gassaway, Haynes and Ballentine.
 
Election of Officers
Motion by Haynes to elect Sarah Gassaway as Board Chair, Ballentine seconded. Motion carried unanimously. Motion by Gassaway to elect Don Haynes as Vice Chair, Ballentine seconded. Motion carried unanimously. Motion by Gassaway to elect Ivo Ballentine as Secretary, Haynes seconded. Motion carried unanimously.

Recognition of Keith Snyder

Jackie Bryson reported: MSD received a bond rating upgrade from Moody’s; the regular Board meeting will be on December 16th.

No further information is available at this time for the proposed hotel in Reynolds Village.
Interviews for the open distribution field service tech position were unsuccessful, and the position will be re-advertised after January 1st.
District offices will be closed December 23-25 and January 1 in observance of Christmas and New Year’s Day.

A preliminary new construction application has been received for a proposed hotel in the Reynolds Village development. More information on projected water use is forthcoming.

Well drilling at the treatment plant was successful, with one well providing an estimated yield of 150 gallons per minute. Sample testing and well pump installation will resume in the next several weeks.

The Court of Appeals reversed the City of Asheville’s court victory in its lawsuit concerning the water system.
